NOTICE IS HEREBY GIVEN, That the Board of Appeal and Equalization for the City of Pipestone in Pipestone County, Minnesota, will meet at Pipestone City Hall, 119 2nd Ave. SW in Pipestone, at 7:00 P.M., on Tuesday, the 7th day of April, 2026.

The purpose of this meeting is to determine whether taxable property in the jurisdiction has been properly valued and classified by the assessor, and to determine whether corrections need to be made. If you believe the value or classification of your property is incorrect, please contact City Hall at 825-3324 in advance of this meeting to set up a time to discuss your concerns with the City Assessor OR plan to attend the Open Book Meeting with the City Assessor's on Monday, April 6, 2026 from 1:00 P.M. to 4:00 P.M. If you are still not satisfied with the valuation or classification after discussing it with the City Assessors, you may appear before the Local Board of Appeal and Equalization on Tuesday, April 7th. The board shall review the valuation, classification, or both if necessary, and shall correct it as needed. Generally, an appearance before your Local Board of Appeal and Equalization is required by law before an appeal can be taken to the County Board of Appeal and Equalization. NOTE: THIS IS THE ONLY TIME PROPERTY VALUATIONS AND CLASSIFICATION APPEALS CAN BE MADE DURING THE YEAR 2026!

NOTICE OF PUBLIC HEARING 

The City of Pipestone, Minnesota will conduct a public hearing on Monday, April 20, 2026, beginning at approximately 6:30 PM at City Hall, 119 2^nd Avenue Southwest, Pipestone, MN. The purpose of the hearing is to consider applications for the grant of a cable franchise to operate a cable system and/or provide cable services in the City of Pipestone, Minnesota. The hearing will focus generally on the applications submitted and the qualifications of the applicants. Application form available at City Hall for interested parties wishing to submit a proposal. Applications must be submitted to the City Administrator at Pipestone City Hall no later than 4:30 PM on April 13, 2026.

COMPLETION OF WORK: All work under the Contract must be complete by June 30, 2027.

BID SUBMITTAL: A bid shall be submitted online no later than the date and time prescribed. For this project, the Owner will only be accepting online electronic bids through QuestCDN. To access the electronic bid form, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. 

RESPONSIBLE CONTRACTOR: All prospective contractors must comply with the minimum criteria for a “responsible contractor” as defined in Minn. Stat. § 16C.285, subd. 3. A false statement under oath verifying compliance with any of the minimum criteria will make the contractor ineligible for the project and may result in contract termination.

BID SECURITY: A Proposal Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of City of Pipestone shall accompany each bid.

OWNER'S RIGHTS RESERVED: The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
