[ARCHIVED] Storm Water Rate Increase

In 2023 a rate study was completed on the City's Storm Water rates by the City's Financial Advisor, Ehlers. Following the rate study, the city council approved to modify the current flat rate schedule to be more equitable by enacting a tiered rate schedule that assigns the higher costs associated with maintaining and operating the aging utility system to the higher-volume users. Storm Water infrastructure manages runoff from each resident or businesses' property. Previously both residents and businesses were charged the same flat rate. The new rate structure takes into consideration the type of use for each individual property and how many acres of runoff are coming from each property. The city's Storm Water fund is not an enterprise fund. The fund is needed to adequately recover the costs of operating and maintaining the storm sewer's capital infrastructure needs. It is important to know that the city does not generate a profit from the storm water fees.
